Prohibits state and local law enforcement agencies from using facial recognition technology match results as the sole basis for establishing probable cause or making an arrest in a criminal investigation

Allows facial recognition technology match results to be used only in conjunction with other lawfully obtained information and evidence

Defines facial recognition technology as computer software that generates facial biometric data, searches databases for matches, and provides results based on facial similarity

Defines facial biometric data as a unique numerical representation of an individual's face (also called a facial template) generated from measurements derived from a facial image

Becomes effective on the first day of the third month following passage and approval by the Governor
