Defines "vending machine" as a self-service machine that dispenses food upon insertion of coins, currency, tokens, cards, or keys without needing replenishment between operations.

Exempts micro markets and vending machines from Department of Public Health regulatory authority and transfers regulation to the Department of Agriculture and Industries.

Becomes effective on the first day of the third month following passage and approval by the Governor.
