HB 531 Summary

• Requires the Alabama State Law Enforcement Agency, judges of probate, license commissioners, and other license issuing officials to collect voter registration information from applicants during driver's license and nondriver identification card transactions.

• Allows applicants to opt-out of voter registration through a signed statement, otherwise information is automatically forwarded to the Secretary of State and county boards of registrars within five days.

• Collected information includes full name, date of birth, residential address, signature, telephone number, last four Social Security digits, driver's license number, and attestation of voter eligibility including U.S. citizenship.

• Automatically updates previous voter registrations and cancels registrations in other counties or states where the applicant was previously registered.

• Information collected is exempt from public records disclosure, with unsigned applications retained by the Secretary of State for at least four years according to an adopted retention policy.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
