• Renames the regulatory act from the "Alabama Boxing, Wrestling, and Mixed Martial Arts Act" to the "Alabama Unarmed Combat Act" and designates the Alabama Athletic Commission as the sole regulator of any form of unarmed combat held in the state.

• Authorizes the commission to immediately implement medical guidelines (vetted by the medical advisory panel) and competition guidelines without hearings required under the Alabama Administrative Procedure Act.

• Establishes administrative fine authority of up to $10,000 per violation for breaches of commission rules and guidelines, with civil fines up to $25,000 plus 15% of purse for certain violations.

• Creates a complaint and investigation process through a standing investigative committee to determine probable cause, followed by administrative proceedings where the commission may issue cease and desist orders, suspend or revoke licenses, or impose administrative fines.

• Makes participating in or promoting unarmed combat a Class A misdemeanor and becomes effective immediately upon passage and approval.
