• Amends Section 31-9-3 of the Code of Alabama 1975 to clarify that emergency management personnel provide public safety services.

• Adds language specifying that emergency management functions include "public safety services such as fire-fighting services; police services; medical and health services; rescue, engineering, air raid warning services; communications" and related activities.

• Maintains existing definitions for Local Organization, Political Subdivision, State Public Health Emergency, State of Emergency, and State Technological Emergency.

• Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
