Establishes the Jefferson County Citizens Health Advisory Board with five members appointed by the Birmingham City Council, Jefferson County Commission, Jefferson County Mayors Association, School Superintendents of Alabama District 5, and Birmingham Business Alliance.

Requires advisory board members to be Jefferson County residents, with four-year terms (initial terms staggered), and mandates appointing authorities coordinate to reflect diversity of gender, race, and geographical representation in the county.

Requires the Jefferson County Health Officer to submit proposed resolutions, orders, or directives that would close businesses to the advisory board and wait for recommendations before issuance, with a 48-hour response deadline for the board.

Preserves the authority of the Jefferson County Board of Health to continue operating under supervision and control of the State Board of Health.

Effective on the first day of the third month following passage and approval by the Governor.
