• Adds new Section 13A-8-37.3 to prohibit purchase, sale, or transfer of used, detached catalytic converters unless the seller is a registered secondary metals recycler and the transaction occurs at the recycler's fixed business address.

• Requires sellers to provide documentation of legal acquisition, including vehicle identification number, part number, driver's license copy, and certificate of title or registration showing ownership interest.

• Establishes criminal penalties of Class A misdemeanor for first violation and Class C felony for second or subsequent violation within 10 years.

• Amends existing sections to correct terminology ("convertors" to "converters") and add reference to catalytic converter requirements in cash transaction limits for secondary metals recyclers.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
