Authorizes county and municipal governing bodies to remove any monument located on public property under their jurisdiction and control.

Requires ownership of removed monuments be transferred to either the Department of Archives and History or the Alabama Historical Commission for maintenance and public display in an accessible location.

Designates "monument" as a statue, portrait, or marker intended as a permanent memorial to an event, person, group, movement, or military service that is part of Alabama history, excluding historical markers, wayside exhibits, and temporary installations.

Requires all costs associated with removal and relocation of monuments be paid from general funds of the county or municipality.

Repeals the Alabama Memorial Preservation Act of 2017 (Article 9A, Sections 41-9-230 et seq., Code of Alabama 1975) and becomes effective the first day of the third month following passage and approval by the Governor.
