Adds valid inmate identification cards or other forms of identification issued by an incarceration facility to the list of acceptable photo identification forms for voting.

Allows voters requesting absentee ballots to submit a copy of an inmate identification card along with other approved forms of identification listed in Section 17-9-30(a).

Maintains existing provisions that absentee ballots are treated as provisional if submitted without required identification after the eighth day prior to an election, if the applicant is otherwise qualified to vote.

Becomes effective on the first day of the third month following passage and approval by the Governor.
