HB96 Summary

• Increases the maximum combined total of dealer and motorcycle dealer license plates a used motor vehicle dealer may purchase from 5 to 10 plates, without regard to the number of title transfer applications during the preceding license year.

• Allows dealers to qualify for up to 25 additional plates if they complete title transfer applications for 300 or more motor vehicles during the previous dealer regulatory license year.

• Maintains the 35-plate maximum for new motor vehicle dealers and establishes a $2 issuance fee per dealer plate in addition to registration fees.

• Dealer plates may only be used on vehicles owned by the dealership and held in inventory; prohibits use on rental, lease, tow trucks, or service vehicles.

• Takes effect October 1, 2021; passed by House on April 7, 2021 and Senate on May 17, 2021.
