Recognizes the American Legion's pivotal role in establishing the Alabama Department of Veterans Affairs in 1945 and instrumental contributions to forming the Veterans Administration and G.I. Bill.

Acknowledges the American Legion's nearly 2 million members organized in more than 13,000 posts worldwide across 55 departments, including the 50 states, District of Columbia, Puerto Rico, France, Mexico, and the Philippines.

Highlights the American Legion's COVID-19 pandemic response in 2020, including Buddy Check activities, blood drives, food delivery services, homeschool supplies, protective masks, and disaster relief for Hurricane Laura and Hurricane Sally.

Officially welcomes American Legion National Commander James W. "Bill" Oxford to Alabama on behalf of the state's more than 400,000 veterans.
