Honors Mr. James K. "Jimmy" Lyons for his contributions to Alabama as Director and Chief Executive Officer of the Alabama State Docks.

Recognizes his career progression from October 1, 1997 when retained for cargo development, through appointment as Deputy Assistant Director on October 27, 1998, Acting Director on May 11, 1999, and Director and Chief Executive Officer on August 28, 2000.

Acknowledges his oversight of terminal development and refurbishment projects including Axis Inland Dock, Pier A North, CG Railway, McDuffie Terminal, grain elevator, refrigerated cargo terminal, and steel coil terminal.

Credits him with leveraging private capital and contributing to economic development that recruited Yamaha Motor Corporation, International Shipholding Corporation, and Hyundai Motor Manufacturing Alabama to the state.

Recognizes his work supervising revenue bonds and entering into agreements with the U.S. Army Corps of Engineers to deepen and widen the Mobile Ship Channel, positioning Alabama's seaport to be one of the nation's deepest by 2025.
