SB103 Summary

• Amends Section 16-6F-5 of the Alabama School Choice and Student Opportunity Act to authorize public charter schools located on or within one mile of military installations to focus on serving dependents of military members and Department of Defense civilian employees.

• Charter schools serving military dependents may prioritize enrollment of military-connected students; if demand exceeds capacity, enrollment is conducted through random selection for dependent students, then local students, then non-residents.

• Once a military-focused charter school reaches 400 students, all additional admissions must be dependents of military members or DoD civilian employees permanently assigned to the installation.

• Maintains existing requirements that charter school enrollment selection occurs in public meetings following Alabama Open Meetings Act procedures.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
