SB104 Summary

• Authorizes the Department of Conservation and Natural Resources to issue lifetime hunting, freshwater fishing, and saltwater fishing licenses to disabled U.S. military veterans who are Alabama residents, effective September 1, 2021.

• Establishes tiered fees based on disability rating and age: veterans 40% or more disabled pay $60 (under 50) or $30 (50+) for hunting; 100% service-connected disabled pay $45 (under 50) or $25 (50+) for hunting; freshwater and saltwater fishing fees are $45 (under 50) or $25 (50+) for all disabled veterans.

• Requires an additional $1.10 issuance fee per application and permits the Department to offer combination licenses for all three types at the combined fee total.

• Directs license fees to be deposited into the Alabama Game and Fish Endowment Fund (hunting and freshwater fishing) or Marine Resources Endowment Fund (saltwater fishing).

• Restricts licenses to state residents only, makes them non-transferrable, and grants holders of hunting or freshwater fishing licenses all privileges of the wildlife heritage license.
