• Increases survivor compensation for Alabama National Guard members killed while on state active duty from $10,000 to $100,000, payable to dependents from the State Treasury.

• Expands education benefits to include children of guardsmen killed or dying from injuries received while on state active duty status, with benefits limited to 45 months of tuition and up to $1,000 per semester in books and fees.

• Defines "state active duty" as any state-funded duty performed for 30 or more consecutive days by active Alabama National Guard members, excluding training.

• Applies federal Servicemembers Civil Relief Act (SCRA) and Uniformed Services Employment and Reemployment Rights Act protections to guardsmen called to state active duty or federally funded duty.

• Makes the act effective on the first day of the third month following passage and approval by the Governor.
