SB107 Summary

• Freezes municipal police jurisdictions at January 1, 2021 boundaries; municipalities cannot expand police jurisdiction beyond existing limits except for property annexed into corporate limits.

• Allows municipalities to voluntarily reduce or eliminate police jurisdiction by ordinance, with reductions in half-mile increments taking effect January 1st following October adoption.

• Limits municipal enforcement of police and sanitary ordinances to corporate limits and municipal property, except state misdemeanor ordinances can be enforced throughout police jurisdiction.

• Reduces municipal planning jurisdiction to mile-and-a-half outside corporate limits beginning January 1, 2023 (unless extended by local law to three miles); restricts municipal planning authority to subdivision regulation only.

• Requires municipalities collecting license revenue or taxes in police jurisdiction outside corporate limits to submit annual audited reports to Department of Examiners of Public Accounts by March 1, with penalties for non-compliance including loss of collection authority.
