Applies only to Etowah County and targets animal byproduct processing facilities (rendering plants) that began operations within six months before the act's effective date, are within three miles of a municipality, and whose owners have accumulated $50 million or more in federal fines since January 1, 2000.

Requires subject facilities to compensate nearby property owners within three miles for any loss in property value by comparing appraised values from the year operations begin to the third year of operation, with the facility paying all appraisal costs.

Subject facilities must deliver certified appraisals to property owners within 14 days—initial appraisals before operations commence and second appraisals between 30 months and three years after operations begin—along with written notice of the compensation request process.

Property owners may request compensation within 60 days of receiving the second appraisal, and if the facility fails to pay within 60 days, owners can sue for double the compensation amount plus attorney's fees and court costs.

Authorizes Etowah County or municipalities to charge tipping fees for landfill use by subject facilities and allows facilities deemed abandoned after failing to operate continuously for 365 days to be removed by the county system operator.
