Amends Section 36-29-15, Code of Alabama 1975, to extend the period during which former legislators may continue State Employees' Health Insurance Plan coverage from 36 months to 60 months after their term expires.

Applies to any member of the Legislature and the Lieutenant Governor, including their dependents, who are eligible for coverage during their term of office.

Preexisting conditions remain excluded from coverage for 12 months, with exceptions for legislators enrolling within 30 days of April 23, 1990, or within 30 days of the beginning of any calendar year.

Legislators and the Lieutenant Governor continue to pay all premiums for insurance coverage for themselves and their dependents.

Effective on the first day of the third month following passage and approval by the Governor.
