• Ticket issuers may only use nontransferable ticketing systems if they also offer consumers the option to purchase the same tickets in transferable form at the time of initial sale.

• Prohibits ticket sellers, venue operators, event participants, sponsors, and promoters from penalizing or discriminating against ticket buyers or sellers based on ticket resale or the resale platform used.

• Allows ticket issuers and venue operators to maintain policies regarding conduct and behavior, establish purchase quantity limits, revoke season tickets for policy violations, and restrict transferability for targeted promotions to specific groups.

• Exempts events officially associated with institutions of higher education, including athletic events, concerts, and theatrical events, from these requirements.

• Requires ticket platforms to maintain a toll-free complaint line and issue full refunds or replacement tickets for canceled events, counterfeit tickets, non-delivery, or tickets that fail to match their description.
