• Amends Sections 2-23-2 and 2-23-4 of the Code of Alabama 1975 to regulate labeling of agricultural liming materials sold or imported into Alabama.

• Defines "Relative Neutralizing Value" (RNV) as a calculation using calcium carbonate equivalent and fineness to represent the effectiveness of agricultural liming materials.

• Requires agricultural liming materials to be labeled with RNV calculated by the formula: RNV=CCE x [(0.5 x A) + (1 x B)], where A is the percent of lime passing through a 10-mesh screen but not a 60-mesh screen, and B is the percent passing through a 60-mesh screen.

• Maintains existing labeling requirements including manufacturer name, brand name, product type, fineness percentage, calcium carbonate equivalent, magnesium content (if claimed), potassium and phosphorus content (if claimed), water content, and net weight.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
