SB182 Summary

• Requires the Chief Procurement Officer and Secretary of State to collect data on minority-owned and women-owned businesses operating in Alabama and their participation in state procurement contracts.

• Defines "minority individual" as U.S. citizens or lawful permanent residents who are African American, Hispanic, Asian American, or Native American, and establishes criteria for classifying minority-owned, woman-owned, and small disadvantaged businesses.

• Mandates the Chief Procurement Officer to submit an annual summary of collected data to the Contract Review Permanent Legislative Oversight Committee by the end of February each year and provide data to the Legislative Services Agency upon request.

• Requires the Secretary of State to adopt rules and identify small or disadvantaged businesses authorized to do business in the state, reporting that information to the Chief Procurement Officer by January 31 annually.

• Takes effect only upon enactment of separate legislation creating the Office of Chief Procurement Officer within the Department of Finance.
