• Requires Tuskegee University to submit an operations plan with goals and measurable performance indicators and an audited financial statement for fiscal year 2020 prior to fund release.

• Mandates quarterly reports to the Director of Finance comparing actual to planned expenditures and accomplishments, plus an end-of-year performance report citing meaningful measures of program effectiveness and costs.

• Becomes effective October 1, 2021; all required reports must be forwarded to the Legislative Council in a timely manner.
