Appropriates $1,003,976 from the Education Trust Fund to Talladega College in Talladega, Alabama for support and maintenance of the institution's educational program for fiscal year ending September 30, 2022.

Appropriation is subject to the Budget and Financial Control Act and Budget Management Act of 1976 under Code of Alabama 1975.

Requires submission of an operations plan with goals and measurable performance indicators and an audited financial statement for fiscal year 2020 before any funds are released.

Requires quarterly reports comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report to the Director of Finance documenting work accomplished, services provided, and program effectiveness measures.

Act becomes effective October 1, 2021, and all required reports must be forwarded to the Legislative Council.
