• Amends Section 45-17-91.23 of the Alabama Code to modify the Shoals Economic Development Fund's authorized uses for Colbert and Lauderdale Counties.

• Authorizes the Shoals Economic Development Fund to expend up to $5,000,000 as an equal match to construct a Workforce Training and Development Center on property owned by the Lauderdale County Commission.

• Authorizes the fund to expend up to $5,000,000 as an equal match for workforce training and economic development programs at the University of North Alabama.

• Maintains existing restrictions on fund use, including prohibitions on supporting commercial or retail establishments, shopping centers, hotels, sports stadiums, and amusement parks.

• Became effective immediately upon passage and approval by the Governor on April 15, 2021.
