SB 200 Summary

• Changes the voter registration list update process to begin in February 2025 instead of January 1997, occurring every fourth year thereafter, with boards of registrars mailing nonforwardable notices to all registered voters.

• Authorizes the Secretary of State or boards of registrars to use National Change of Address (NCOA) database information from the United States Postal Service to identify voters who may have moved and update registration records accordingly.

• Establishes procedures for voters who move within the same jurisdiction or to different jurisdictions, including sending forwardable notices with prepaid return cards and allowing voters a grace period to update registration before removal from eligible voter lists.

• Permits the Secretary of State to adopt rules to implement the updated voter registration maintenance procedures and allows the Secretary of State to act as an agent for boards of registrars.

• Increases the state reimbursement rate to county commissions from one-fourth to one-half of the publication costs for names of persons to be removed from voter registration lists.
