SB221 Summary

• Amends Section 14-1-1.5 of the Alabama Code to require the Department of Corrections to designate one deputy commissioner as the Deputy Commissioner for Prisoner Rehabilitation, responsible for developing and implementing recidivism-reduction programs.

• Requires the Department of Pardons and Paroles to designate one executive-level employee as the Deputy Director for Parolee Rehabilitation with responsibility for developing and implementing recidivism-reduction programs.

• Establishes the Study Commission on Interagency Cooperation and Collaboration on the Rehabilitation and Reintegration of Formerly Incarcerated Individuals, comprising 13 designated state officials and legislative appointees, with the Director of Pardons and Paroles serving as chair.

• Commission duties include developing a strategic plan to reduce recidivism and victimization, identifying evidence-based reentry policies, promoting interagency partnerships, expanding access to educational and health care programs, and addressing barriers to successful reentry.

• Commission must hold its first meeting by June 1, 2021, meet at least monthly, and report findings and recommendations to the Legislature by the fifth legislative day of the 2022 Regular Session, after which it dissolves.
