Allows qualified voters who are blind or visually impaired to vote by absentee ballot if confirmed by the Alabama Institute for Deaf and Blind through a written signed affidavit.

Requires the Secretary of State to adopt rules establishing a process for blind or visually impaired voters to be placed on an absentee voter list.

Mandates automatic transmission of absentee ballots before each election in a timely manner to voters confirmed as blind or visually impaired.

Requires the Secretary of State to establish an application procedure allowing blind or visually impaired voters to vote by absentee ballot on an ongoing basis.

Takes effect immediately upon passage and approval by the Governor.
