• Amends Alabama call center relocation law by transferring notification authority from the Director of the Department of Economic and Community Affairs to the Secretary of the Department of Commerce.

• Requires employers with call centers that have received state economic development incentives to notify the Secretary at least 120 days before relocating 30% or more of the call center's operations outside Alabama.

• Limits civil penalties for failure to notify to a maximum of $10,000 per day, capped at the unamortized value of any grants, loans, or tax credits received by the employer on or after September 1, 2019.

• Defines "call center" as a physical location in Alabama with 50+ employees where the predominant activity is described by NAICS Code 561422, excluding locations using computers or artificial intelligence and data centers.

• Applies retroactively to September 1, 2019, and becomes effective immediately upon passage and Governor approval.
