• Amends Section 45-26-130 of the Code of Alabama to modify employment provisions for Elmore County's county engineer or chief engineer.

• Removes language stating the county engineer "shall serve at the pleasure of the county commission," replacing it with at-will employment provisions tied to duties assigned by the commission.

• County engineer must be a qualified professional engineer responsible for maintenance and construction of public roads, bridges, and ferries, and must perform duties as assigned by the county commission.

• Specifies the engineer's duties include employing and supervising assistants, performing engineering and surveying services, maintaining accounting records, constructing new roads when ordered, and maintaining county roads as a unified system without regard to district lines.

• Became effective immediately upon passage and approval by the Governor (passed Senate March 9, 2021; House March 16, 2021).
