Prohibits employers with five or more employees from discriminating in hiring, discharge, or other employment decisions based on hair texture or hairstyle commonly associated with a particular race, ethnicity, or national origin.

Protects individuals from retaliation by employers for enforcing protections, testifying in proceedings, or participating in investigations related to hairstyle discrimination.

Allows employees to bring civil lawsuits against employers for violations, with potential remedies including back wages, liquidated damages (if willful), and attorney fees.

Prohibits discrimination based on hair texture or hairstyle in access to state and federal financial assistance programs and in housing practices.

Becomes effective on the first day of the third month following passage and approval by the Governor.
