• Municipalities in Limestone County may classify territory within their corporate limits as public forums, nonpublic forums, designated public forums, or limited public forums through ordinance.

• Restrictions on speech within designated public forums or limited public forums must be reasonable and viewpoint-neutral.

• Municipalities may require permits for public forum use when the activity involves blocking traffic, using sound amplification devices, exceeding a specified number of participants, or creating traffic control or public safety issues.

• Permit application fees may include security deposits for cleanup costs, charges covering actual law enforcement costs, and other actual administrative costs incurred by the municipality.

• The act becomes effective on the first day of the third month following passage and approval by the Governor.
