SB28 Summary

• Increases the maximum combined total of motor vehicle dealer and motorcycle dealer license plates that a used motor vehicle dealer may purchase from 5 to 10 plates.

• Removes the requirement that used motor vehicle dealers must complete 300 or more title transfer applications during the preceding dealer license year to qualify for the higher plate limit.

• New motor vehicle dealers retain their existing maximum of 35 combined dealer and motorcycle dealer license plates, with the option to purchase up to 25 additional plates if they complete 300+ title transfers annually.

• Dealer license plates may only be used on vehicles owned by the dealership and held in inventory; prospective purchasers are limited to 72 hours of use.

• The bill becomes effective October 1, 2021.
