SB29 Summary

• Amends Section 17-4-30 of the Alabama Code to revise the voter registration list maintenance process, changing the initial mailing cycle from January to February 2025 and every fourth year thereafter.

• Requires the Secretary of State or boards of registrars to use United States Postal Service National Change of Address database information to identify voters whose addresses may have changed and to send forwardable notices with prepaid return cards within 90 days.

• Establishes procedures for voters who move within the same jurisdiction (address updated automatically with notice sent) versus those who move to a different jurisdiction or out-of-state (voter must verify or correct information).

• Permits voters to remain eligible for two federal election cycles after notification if they complete a voter registration update form, after which inactive voters who do not respond or vote will be removed from the eligible voter list.

• Authorizes the Secretary of State to adopt rules and act as an agent for boards of registrars in implementing this section, and requires centralized maintenance of voter registration data in a statewide database.
