Amends Section 16-6F-5 of the Alabama School Choice and Student Opportunity Act to allow a public charter school's physical location to be up to one mile outside its attendance area, provided the location is within corporate limits of a municipality spanning two counties.

Maintains existing enrollment requirements that charter schools be open to any state resident and cannot limit admission based on ethnicity, national origin, religion, gender, income level, disability, English language proficiency, or academic/athletic ability.

Preserves enrollment preference rules for local school system residents, converted non-charter schools, returning students, and siblings, with random selection used when facility capacity is exceeded.

Requires student capacity to be determined annually by the charter school's governing board in conjunction with the authorizer, considering academic success and facility limitations.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
