Amends Section 27-31E-3 of the Code of Alabama 1975 to add a new subsection (d) designating contractor bids and public fund grants under the Strengthen Alabama Homes Program as public records subject to federal Freedom of Information Act disclosure.

Maintains existing confidentiality protections for documents, materials, and information submitted by property owners or insurance companies in grant applications, while requiring disclosure of grant amounts and recipient names.

Overrides any conflicting provisions in Section 27-2-24 to ensure full transparency of all contractor bids received and public fund grants awarded under the program.

Becomes effective on the first day of the third month following passage and gubernatorial approval or automatic enactment.
