SB332 Summary

• Amends Alabama Code Section 32-9A-2 to update references to federal motor carrier safety regulations under 49 C.F.R. Parts 107, 171-180, 380, 382-387, and 390-399.

• Requires commercial motor vehicle operators transporting metal coils to comply with load securement standards in 49 C.F.R. §393.120 and prohibits coil loads from dropping, falling, or escaping onto public roadways.

• Mandates that motor carriers and drivers initiating or transporting metal coils in the state must be certified in proper load securement according to standards published by the Department of Public Safety.

• Requires law enforcement officers to complete Commercial Vehicle Safety Alliance training and annual in-service training on federal motor carrier safety regulations before making arrests or issuing citations under this chapter.

• Establishes exemptions for utility service vehicles from certain federal hours of service regulations through June 27, 2006, and allows the Department of Public Safety to suspend effective dates of new federal regulations for up to three years for intrastate commerce vehicles.
