• Allows retailers licensed to sell beer or wine for off-premises consumption to operate drive-up, walk-up, or drive-thru windows for beer and table wine sales.

• Requires any employee handling beer or wine at these exterior service windows to be at least 21 years of age or older.

• Mandates the Alcoholic Beverage Control Board adopt rules to implement this provision no later than January 1, 2022.

• Takes effect July 1, 2021, upon passage and approval by the Governor or upon becoming law otherwise.
