SB340 Summary: Adoption Promotion Act

• Reduces the period for parental consent or relinquishment withdrawal from 14 days to 5 days after birth or signing, whichever comes last, eliminating the extended 14-day withdrawal window.

• Requires employers to provide 12 weeks of unpaid family leave to eligible employees for birth/care of a newborn or care of an adopted child within one year of placement, running concurrently with federal leave requirements.

• Mandates employers offering paid maternity leave also provide equivalent paid leave (or minimum 2 weeks) to adoptive parents for the first year after child placement.

• Allows Teachers' Retirement System members and state employees to purchase service credit for time spent on family leave (maternity or adoption) and extends leave donation programs to include adoption leave alongside maternity leave.

• Prohibits employers from penalizing employees for exercising family leave rights; becomes effective on the first day of the third month following passage and approval.
