Prohibits any athletic association that imposes athletic eligibility rules on public K-12 student athletes from using state-funded facilities unless it provides procedures for reviewing or appealing official eligibility rulings.

Requires the review or appeal procedures to be available for at least a three-year period after an eligibility ruling is made.

Applies the prohibition to any facility in the state that receives state funds.

Takes effect immediately upon passage and approval by the Governor, or upon otherwise becoming law.
