SB345 Summary

• Establishes the Prison PREP (Pilot Program for Small Business Development) by October 1, 2021, under the Board of Pardons and Paroles in consultation with the Department of Corrections to assist individuals exiting the correctional system.

• Provides training in consultation with J. F. Ingram State Technical College on establishing small businesses and assistance in obtaining funding through the Alabama Small Business Incubator Act or other sources.

• Requires program participants to receive training and mentoring in business plan development, with mentors guiding participants for a three-year period following business plan implementation.

• Mandates annual reports to the Legislature and Legislative Services Agency by the fifth legislative day of each regular session on program effectiveness in helping recently released individuals establish successful small businesses.

• Program takes effect July 1, 2021, remains effective for five years and six months, and automatically repeals on December 31, 2026; repeals Section 41-29-320 of the Code of Alabama 1975.
