Permits Medal of Honor recipients, Purple Heart recipients, former prisoners of war, and veterans with service-connected disabilities to use Alabama National Guard facilities on the same basis as retired or retainer pay-entitled Armed Forces members.

Extends facility access to caregivers and family caregivers of veterans, defined according to 38 U.S.C. § 1720G(d).

Authorizes the Adjutant General of the Alabama National Guard to adopt rules necessary to implement the bill.

Preserves the Alabama National Guard's authority to control access to facilities and locations for security and good order purposes.

Becomes effective on the first day of the third month following passage and gubernatorial approval, or upon otherwise becoming law.
