• Requires motorcycle and motor-driven cycle operators and riders to wear protective headgear equipped with reflective features approved by the Director of the Department of Public Safety on both sides for high visibility.

• Mandates the Director of Public Safety to approve or disapprove reflective features and establish standards and specifications for their use on motorcycle helmets.

• Prohibits manufacturers, retailers, and other persons from selling or offering for sale motorcycle helmets that fail to comply with the safety standards established by the Director of Public Safety.

• Applies approval requirements to existing headgear standards under Section 32-12-41 while maintaining existing requirements for shoes and protections for juveniles.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
