Adds comprehensive transition and postsecondary programs for students with intellectual disabilities to the definition of educational opportunities available under Alabama's disabled veterans' tuition reimbursement program.

Allows children of disabled veterans with intellectual disabilities to attend these programs at Alabama state institutions of higher learning, colleges, or universities with the same 45-month entitlement as other educational options.

Expands eligibility for children of disabled veterans to include participation in comprehensive transition and postsecondary programs, whether or not the study culminates in earning a degree.

Applies the same tuition reimbursement limits (Department of Defense Tuition Assistance Cap for tuition plus $1,000 per semester for books and fees) to these programs for those filing benefits after July 31, 2017.

Becomes effective immediately upon passage and approval by the Governor.
