• Restores Public Service Commission jurisdiction over customer complaints related to retail telecommunications services and telephone bundling packages, reversing limitations imposed by Act 2014-82.

• Grants the PSC exclusive complaint jurisdiction over three specific issues: inaccurate billing, unauthorized billing, and establishment or disruption of telecommunications service.

• Limits PSC authority to interpret and enforce existing contract terms without power to modify agreements, with only customers, carriers, and the Attorney General permitted to participate in complaint proceedings.

• Maintains PSC regulatory authority over basic telephone service and optional telephone features while preserving restrictions on broadband, VoIP, and information services regulation.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
