Allows any qualified elector in Alabama to vote by absentee ballot by mail, hand delivery, or commercial carrier without providing an excuse.

Removes the requirement that voters meet specific criteria (such as being out of the county, having physical illness, working long shifts, or being a student) to vote absentee.

Maintains the five-day advance application requirement prior to elections and preserves existing provisions for emergency absentee voting and Armed Forces voting.

Updates the absentee ballot affidavit form to remove references to required excuses while keeping witness or notary public requirements and eligibility verification procedures.

Becomes effective on the first day of the third month following passage and approval by the Governor.
