Amends Section 45-49-151.07 of the Code of Alabama to allow persons, associations, or corporations to operate racetracks in Mobile County and hold one or more race meetings each year, with a maximum of 312 racing days per year.

Permits licensed racetracks to receive broadcasts of pari-mutuel events conducted outside Mobile County and allow all forms of pari-mutuel wagering on those events.

Imposes a 2 percent commission on gross proceeds retained by the licensee from all wagering on outside broadcasts, payable to the Mobile County Racing Commission.

Expands the definition of "broadcast" to include digital transmission or exhibition of historical races, in addition to traditional broadcast methods.

Takes effect immediately upon passage and approval by the Governor.
