Amends Calhoun County's civil service system to modify procedures for filling vacancies in classified service positions by allowing appointing authorities to select from all eligible applicants on the eligibility list rather than only the top candidates.

Permits the board to authorize appointing authorities to fill classified service vacancies with temporary employees when no eligibility list exists or when an emergency situation prevents normal hiring procedures.

Temporary appointments to classified positions are normally limited to 90 calendar days but may be extended for an additional 90 days if the board and appointing authority determine it necessary.

Allows appointing authorities to employ individuals for temporary work in non-classified positions for up to 180 consecutive calendar days at the same compensation and benefits as regular classified employees.

Enables temporary employees to transfer to classified civil service status after one year of employment if they pass the civil service examination and are in good standing with the appointing authority.
