SB397 Summary

• Authorizes the Alcoholic Beverage Control Board to issue wine manufacturer licenses in dry counties to produce, ferment, bottle, and compound wine for distribution outside the county only.

• Licensed wine manufacturers are prohibited from selling wine directly to retailers, selling for on-premises consumption, operating multiple locations, or selling in containers other than those approved by the board.

• Manufactured wine may only be sold to licensed wine distributors within the state or to legal distributors outside Alabama.

• Wine manufacturers must file label lists and federal certificates of label approval with the board before sales, maintain daily production and sales records, and submit consolidated monthly shipment reports.

• Facilities are subject to unannounced inspections by the board at any time, and licenses are valid for the calendar year beginning January 1 unless revoked.
