SB56 Summary

• Amends Section 22-27-5 of the Code of Alabama 1975 to authorize counties and municipalities to establish and collect fees, charges, and rates for solid waste services to the public.

• Permits counties and municipalities to enter into mutual agreements or contracts with other government bodies, corporations, or individuals for collection, hauling, and disposal of solid waste.

• Requires out-of-state garbage transporters to post financial assurance of at least $250,000 with the health department to guarantee imported garbage contains no hazardous waste, infectious waste, or explosive materials.

• Allows counties and municipalities with solid waste reserve accounts exceeding $1,000,000 to expend excess amounts over $1,000,000 for any lawful purposes in the best interest of the county or municipality.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
