SB6 Summary

• Establishes legislative intent that all federal funds received by Alabama under Public Law 109-432 (Gulf of Mexico Energy Security Act of 2006) shall be expended only within the state's coastal political subdivisions.

• Funds are administered by the Alabama Department of Conservation and Natural Resources and must be used for coastal protection, restoration, conservation, hurricane protection, wildlife mitigation, or approved marine/coastal management plans.

• Complies with federal requirements that each Gulf oil and gas producing state receives a minimum of 10 percent of qualified Outer Continental Shelf revenues annually.

• Ensures that 20 percent of allocated funds are distributed directly to coastal political subdivisions consistent with federal law requirements.

• Became effective immediately upon passage and gubernatorial approval on April 2, 2021, passing the Senate by a vote of 29-0.
